The following chart shows the process required to implement a debit
card program through an incentive provider who must also contract
with a conventional bank. One of the significant concerns with this
approach is in the area of customer service for program participants,
since there is no central point that has access to all of the incentive
program and debit account details - frequently resulting in participants
getting the "runaround." In addition, participant files must be
passed through multiple parties, creating the opportunity for mishandled
files.
